Tree Trimming/Right of Way Responsibilities

The City of Twin Oaks recently updated and consolidated the sections of the City Code regarding Right-of-Way maintenance. This FAQ covers a few of the most common issues the City regulations are intended to address. For additional information or specific questions, please contact the City Administrator at 636-225-7873.

What is the “Right-of-Way” (ROW)?

This term refers to the area adjacent to a public roadway in which the City has an ownership interest or right of management. The exact width of the ROW can vary from property to property, but it commonly contains utilities and other public infrastructure.

Who is responsible for maintaining grass, vegetation and trees in the ROW?

In the City of Twin Oaks like many other municipalities, the adjoining property owner is responsible for maintaining the grass, vegetation, trees and any other physical objects (not including utilities and public infrastructure) in the abutting ROW as an extension of their yard so that the ROW is kept in a reasonably safe condition and does not create any interference or obstruction with its use. Such maintenance typical involves mowing the grass and trimming back bushes, shrubs or tree limbs that may be obstructing the ROW or adjoining roadway.

Who is responsible for removing dying/dead trees in the ROW?

Street trees, defined as trees located in the ROW, are maintained by the adjoining property owner. If there is not an adjoining private property, then the street trees are maintained by the City. Any street tree identified as a nuisance tree (this would include any dying/dead trees) may be designated by the City for removal at the adjoining property owner’s expense.

What happens if a tree falls into the roadway?

If a tree falls into or across the roadway, the City will take action at its own expense to immediately clear the roadway and will make every attempt to ensure that the debris and tree limbs are placed back into the ROW or property where the tree was originally located. It will then be the responsibility of the property owner (or adjoining property owner, if the tree was located in the ROW), to clean-up and remove the tree, limbs and debris from the right-of-way and private property.

Mosquito Control

Repairs and Maintenance

The City of Twin Oaks contracts with private companies for street repairs, street maintenance, striping and street signs. If you notice potholes, streets in need of repair or street signs and or poles that have been damaged, missing or need to be replaced, please contact the City office at 636-225-7873.

Water Service Line Repair Program

Leaf Vacuuming

During the fall, between October and December, the City contracts to have curbside leaf collection.  The schedule for the pick up, which varies year to year, will be posted on the website as well as sent out by email. 

Leaf Pick-Up Regulations

No sticks, branches, or pine needles. Leaves are to be no further than five feet from the street and piled as high as possible. Please have leaves curbside by 7a.m. on the day of pick up.

Snow and Ice Removal

During snow and ice storms, our contractor along with Public Works works diligently to keep the streets clear. Plowing and salting are done by plan that takes into account traffic patterns, street grade and the number of homes served. Autumn Leaf Drive, Crescent Avenue and Meramec Station Road are considered top priority streets. All other secondary streets are done after the top priority streets have been cleared. Ordinance 208 requires all vehicles to be parked off the street so snow plow crews are able to do a more thorough job since they do not have to work around vehicles parked on the street as they are difficult to maneuver between and around.

Street Light Outages

If you notice a street light outage on an Ameren, MODOT or City decorative street light, please contact the City office at 636-225-7873. We will report the outage to the appropriate office.

Street Sign Replacement

If there has been damage done to any street sign, traffic sign or City entryway sign or its pole, please contact the City office at 636-225-7873.

Street Sweeping

Street Sweeping is done at the discretion of the City Administrator/Public Works. Notice will be given to the residents via e-mail and posted on the website and Facebook. We ask that all residents try not to park their vehicles on the street during the day of sweeping services. In case of inclement weather, sweeping will be done the following day.
